Prescription Refill Transfer Changes

Effective today, October 7, 2025, the New York State Board of Regents, through emergency action, amended Part 63 of the Commissioner’s regulations to allow pharmacists to transfer prescriptions for non-controlled medications, including remaining authorized refills, to another pharmacy, with the express request and approval of the patient or their authorized representative. The pharmacist accepting the prescription must record the original number of refills authorized and the number of valid refills remaining,
